Blue Ribbon Analytical and Advisory Center

The Blue Ribbon Analytical and Advisory Centre (BRAAC) was opened in 2005 by the United Nations Development Programme. Since 2006 the project is funded by the European Union, co-funded and implemented by UNDP. Three Blue Ribbon Commission (BRC) Reports, as well as the Government Action Plan and the EU-Ukraine Association Agenda were used as a basis for the Centre’s activities in order to mobilize wide range of national and international partners in supporting market-oriented reforms and human development in Ukraine.

 

Aims of the Center

The main aim of the Centre is to support the next generation of social and economic transformations in Ukraine by means of:

    • assistance in policy formulation and implementation through high-quality analytical and advisory services;
    • capacity development;
    • expanding public policy dialogue. 

The activities of the Centre are focused not only on what to do, but primarily on how the necessary reforms are to be implemented.

 

Structure of the Center

The Centre is composed of four task forces:

  • International Integration
  • Fiscal Policy
  • Regulatory Policy and Private Sector Development
  • Rural Development and Agricultural Policy.

The BRAAC is staffed by Ukrainian and international research associates and is directed by Marcin Swiecicki. In its work the Centre cooperates with a vast network of partners, including think tanks, research institutes, NGOs, international organizations, governmental institutions and state bodies.

 

Principles

The Centre adheres in its activities to the principles of free and democratic market economy. It combines in-house expertise with that of leading national and international experts, and think-tanks. The Centre strengthens the national capacity in policy formulation and implementation by working with government officials and coordinates its activities with other donor organizations to ensure efficient use of resources. The Centre facilitates the emergence of public-private partnerships in the development of key policy measures, thereby providing a voice for civil society in the decision-making process.
